HAARP is a US military patented technology that is based in Alaska.
Officially, the purpose of HAARP is to shoot radio frequency's into the upper atmosphere and study their effects. Can also shoot high frequency beems (way over a billion Watts worth), or microwaves. This pushes the outer atmosphere, the ionosphere (that which protects us from the deadly sun radiations), further into outer space creating holes in earths atmosphere. It can also be used to lower portions of the Ionosphere below normal altitude. In doing so it can alter weather patterns, down to specific locations anywhere in the world, not just above itself. It's capabilities are well documented and there is a heavy conspiracy of it's less subtle top secret applications as well. All contracted by the military without the acknowledgement from Congress.
